I am from Ghana now leaving in Germany.I have activated my sim card but i am unable to download the congstar app.It states that the app is not available in my Region.Can this issue be resolved for me?

in order to download our app, you generally need the German version of the respective app store. Unfortunately, this is not possible with other versions. Thank you for your understanding.

Does this mean i would have to find a new Sim card provider since i need the app to make data plan purchases and management?

You just need to set the app store to Germany to install the app.
After that, you can set the country of your choice again.
